My OPTIN turn around was also fast, sent the Friday night on the day I get the case number from NVC operator, by monday morning I received an email with the new electronic case number.

In hindsight that may not be a good thing. They now admit, as I called last night, that there probably was a system glitch when they switched my case to electronic processing so the invoice was not generated promptly. They are having a supervisor to look into it and they say it could be another 2-4 weeks before I could receive the bill. It's been 3 weeks since I get my case number!!!

Maybe it could have been a good idea to wait until you actually receive the bill and the DS-3032 instruction package, before you send the OPTIN email. Don't volunteer anything until they ask for it, or it could delay things.

I swear, there's a price to pay at every stage. I was so happy we got our NOA2 in 91 days, but then we had to wait about 6 weeks before NVC even acknowledged us and gave us instruction as to how to proceed.

I'm sure if we sailed through USCIS and NVC, we'd be stalled out at the consulate. It does seem to all average, though. Hopefully the NVC stall will mean the consulate will be smooth. Yeah right!

So finally got NVC Case # today - *whew*

I am now to send in Opt In email - but do I include the DS-3032 as well? or do I send that later?

Also feeling kinda discouraged - thought this WHOLE thing to the point of receiving my PR Visa would be around 7-8 mths? but looks like CDN's are taking up to 4 mths to get interview from point of getting NVC case #? Am I imagining this?

Congrats on getting your case #. Hope the rest of your case goes well and be sure to keep us all updated with how you're getting on.
