Thailand Police Certificates! Help!

My fiance, an Indian national, worked in Thailand for about a year which ended in July of this year when he returned to India.

Now while he was there he had the worst working experiences of his life. First his work permit was stolen and he was unable to get it re-issued in time, and then the company he was employed with dissolved.

Since we are about to apply for the K-1, we know that he will have to obtain a police clearance record from Thailand since he was living there for a year. My question is because his work permit was stolen he cannot send a copy of it along with his police records. He also cannot provide a letter of employment since the company is no longer in business.

I was thinking he should type up a letter explaining that he was previously employed by this company, attaching a business card, then explain that the company is not in business anymore. It was a very small HR company with small office.

Does anyone else have any suggestions on how we could obtain records without an official letter written by an employer?

Google U S Embassy Thailand. Click on visas. Put packet 3 forms in the search block. In the group I copied click on " special instructions" . You will see what it says about non residents. I dont think he needs a letter from any employer but I am not sure.
