AOS Income requirement (I-864P poverty guideline)

In the process of doing CR2 visa for my wifes son and my most current tax year(2010) does'nt look so good! It is actually below the poverty line. 2010 was a terrible year for work but am on the upswing for 2011 and should qualfy based on this. My question is,on the 864P form for poverty guidelines,are the incomes listed the actuals or do I need to multiply by 125%? For example,if a listed total for 3 people is 23,000 do I multiply 125% for a total of 28750, or is 23,000 the excepted income? Thanks.

There are 2 columns one has the 100% and the other 125%, check again.
