Hello... I am a US citizen living in Paraguay with my spouse and our son. I was previously married to a Mexican man, and filed an I-864 for him, which is still in its time period... Do I need to include him as a ´member¨ of our household because of this? Also, once the visa goes through, we´ll all be moving back to the states and temporarily living with my parents... But that´s not our actual situation. Do I put 3 or 4 for household size then?

Your household size is 4, as you include the Mexican ex, unless he's gotten citizenship by now or permanently moved back to Mexico.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Under the new rule that became effective Aug. 15, 2011 petitioners residing in countries without USCIS offices may file a Petition for an Alien Relative based on the addresses provided in the revised form instructions, also available on www.uscis.gov:

USAforms is correct- I for some reason thought you were in Peru, but you are in Paraguay, which does not have a USCIS office. The rules on household size still apply, but you will need to file via the US lockbox, not DCF.
