What to Follow, NOA2 or NVC letter?

When we received approved NOA2, the mentioned Consular is at KUWAIT [i am currently working here]. So I was expecting that my K-1 visa will be processed here as well. However, my fiance received a letter from NVC a week ago mentions that my visa interview says like this:

The State Department's National Visa Center has recently received an approved I-129F petition filed on behalf of your fiance. This letter is to let you know that within a week the petition will be forwarded to the appropriate vis-issuing post where your visa interview will take place. The U.S. Embassy/Consulate General will contact your fiance when ready to begin processing his/her application.

Name of Fiance: xxxxxxxxxxx

INS Receipt Number: xxxxxxxxxxxxxx

Case Number: MNLxxxxxxx

The case will be processed at:

Post:

Manila

US Embassy

1201 Roxas Boulevard

Manila

Philippines

Your fiance will soon receive a packet with instructions from the consular section on how to apply for the K1 visa at that post and what documents will be required. In the meantime, you should visit the Department of State's website to determine if the processing post has any information of which you should be immediately aware.

The questions are: Where to go to have my visa interview? What is the next action that we need to take? Does anyone have the same situation like me? Does anybody knows about Dept of State website where we can determine the processing post? Moreover, my case number starts: MNLxxxxxxxxxxxx (which is Manila)....

I hope to hear your insights as I am really confused! Hope you guys can help me. Thank you!

01-30-2012: Submitted AOS application thru USPS (Chicago Lockbox)
02-06-2012: Received Text/Email, application received by USCIS
02-10-2012: Received mail/hard copy of I-131 (NOA)
02-15-2012: Received mails/hard copies of I-765 & I-485 (NOAs) / Mail for Biometrics Appt.
03-06-2012: Biometrics Appointment done
03-14-2012: Received mail for Interview Appt on 16th April 2012.
04-04-2012: EAD/AP approved
04-12-2012: EAD/AP card received ;-)
04-16-2012: Interview day - Approved! (waiting for GC)
04-23-2012: Welcome Letter touched
05-03-2012: GC on hand!

10/28/09 - 11/05/09 - Flew to Canada, met in person

12/16/10 - My baby flew into US to visit

01/26/10 - He proposed!!!! <3

03/16/11 - I-129F Packet Sent to Texas lockbox via USPS (2-day)

03/18/11 - confirmed delivery to lockbox via usps

03/22/11 - NOA1 issued

03/24/11 - Received email re: application was received and forwarded to VSC and NOA1 mailed out

03/24/11 - Check cashed

03/28/11 - Received NOA1 hardcopy by mail

03/29/11 - "Touched"

05/05/11 - Baby flew home :(

08/10/11 - NOA2 (07/21/11 - 08/03/11 - possible NOA2 estimated dates)

08/13/11 - NOA2 hardcopy received via mail

08/24/11 - Received email response w/ NVC case #

08/29/11 - Called NVC - advised our case is under additional processing :S

NVC Received : 2011-08-24

NVC Left : 2011-09-02

Consulate Received : 2011-09-08

Packet 3 Received : 2011-09-13

Packet 3 Sent : 2011-09-14

Packet 4 Received : 2011-09-19

Interview Date : 2011-11-03

APPROVED!!!!!!

POE: 12-7-2011
