After the interview My fiancee was given a green paper which says, "Your visa application is on Pending" with the phone # that she can call after a week or two if they don't get back to her. The interviewing officer told my fiancee she wants to contact USE at Addis Ababa, Ethiopia to make sure why the previous petition was denied. Is this mean that the visa application is under administrative review? Is there a difference between a pending visa application and administrative review?

Yes your application currently is under AR (administrative review) pending visa applicatiopn and AR same thing ....

That all depends until they are done with their review. My embassy is different than yours and it took 2 to 3 months with follow ups every week.
