Good morning VJ. Will the USCIS accept a DD-214 (military discharge papers) as proof of US citizenship. A friend of mine is using her father-in-law as a co sponsor. He is retired military (over age 60). He can't locate his birth certificate, and never had a passport.

I don't think so, because non-citizens can serve in the military. He should get a new Birth Cert from vital records in the state he was born in. Good luck.

ROC:
5/23/12: Sent out package

No, they won't accept this. It should say it directly in the instructions actually. He can easily order a new birth certificate from his state of birth--it just may take a few weeks.
