Mailing Packet 3 Manually - how?

So here's the deal. My Fiance's packet 3 never arrived despite Montreal saying it was sent. I emailed them and they gave me a link to all the forms to fill out and just told me to send them along with a printed check-list. When we tried to sign up for the DHL courier service we were unable to because the process requires you to start applying for an appointment date and none are available. We plan on just sending it via courier ourselves but we cannot for the life of us confirm the precise address.

Does anyone know the address? Is it just the standard Montreal Consulate Address? Any "CARE OF" or special instructions to post on the outside?

This is what I have for an address.

Montréal, Québec

That is correct- just also add: ATTN- IV Unit [iV = Immigrant Visa]

I sent mine via expresspost because it was only $15 and it was fast.

After it's arrived in Montreal and about a week has elapsed, start calling Department of State to see if Packet 4 has been logged. As soon as it's been logged you can schedule an appointment online- don't wait for it to arrive in the mail!
