P3 supplemental information sheet

My wife is the petitioner for her daughter (over 21, unmarried). She has sent in the DS-230 and I-864. She received a checklist cover letter (I guess that is what is being called an RFE).

One of the things they asked for was the P3 supplement sheet for Guangzhou. Was this something we should have submitted originally with the DS-230 application and documents (electronic processing)when we first sent it in? I did have that sheet but had called the NVC about it and they told me I was "jumping ahead" and to wait.

The second question is in regards to instructions on the form itself which is to "return it with other completed Packet 3 forms to the NVC." What other Packet 3 forms would those be?

Yup, it goes with the DS-230.
