PCC for Spainish Resident Visa

I have got the work permit from Spain and one of the requirement is to get the PCC from the Regional Passport Office. Since the RPO is Ahmedabad, I have been to the RPO who have been very curt in replying to the queries. Furthermore, they say that it would take minimum 30 days to get the PCC. When asked why, they have simply refused to give any specific reason, saying that this the guidelines received from Ministry of External Affairs.

Also I was asked to produce Police Verification Certificate from the local commissionaire and after having produced the same and paid Rupees 300, I have been again asked by the local police station to come for Verification.

Furthermore, you cannot have the status update on the local website as they do not support the cases of PCC. My job is at stake and do not know where to approach and how to approach ?

Has anybody faced any issue as above and let me know the solution.
