Our I-130 petition was approved on August 3, 2011. Now my wife who is in the Philippines received a letter on what steps we need to do. We are a little confused as to when we should submit all the financial support documents including the I-864? Do we submit them together with the DS-230 and DS-2001? Or do we submit them at a different time?

According to the US Embassy Website in Manila, those docs are to be submitted during the interview. You might want to read on the interview packet they are providing so you can prepare for it.

when we got an email about those docs. that the NVC needs from us my hubby fill out the I-864 form and he print it and he send all the docs together with his ITR's,W2's and pay check stub etc.and he teached me how to fill out the DS230 and I am the one who sent the DS230 with Civil Docs. directly to the NVC...
