3 yrs ago my niece came to visit from Korea. Her father was being transferred to China for 2 yrs. My wife and her sister got the idea, she could stay with us rather then go to China. At the time she was 10 yrs old. I talked to a friend who is an ajudicator for CIS at the VT service Center. He told me she could change to an F1 visa and attend our public school. Well, he was wrong. When her F1 status was denied, we pulled her out of scholl and she returned to Korea. She was in school for less then a week. Now she is trying to get another B2 visa and was denied with a red flag next to her name. Does anyone have any ideas on what we can do to get her B2 approved?

There is nothing you can do. Consular Officers have the final say on visitor visas. Their decisions cannot be appealed. The only thing she can do is to reapply.

There is nothing you can do as Jojo said, now CO is afraid like first time she would enter on B1/2 and try to change her visa and she has all the intentions of living here.

If she wants to visit she will have to bring very very strong evidence she is only intenting to visit and she would return back to her home country upon completetion of her tour or length of the tourist visa.

Plenty of other countries to go to, she has burned her bridges as far as the US is concerned.
