Urgent help re: health insurance (CALPERS)

Hello,

I tried to add my wife to my health care after we got married. She's in the Philippines and does not have a visa yet. I was told that CalPERS won't add her until she has a visa, "because there is no document number to enter." It didn't make much sense to me, but I let it go figuring she'll be fine for a few months.

Now she's pregnant (yay!) AND has chicken pox (boo). Health care is much cheaper in the Philippines, but I'm worried that it will still get very expensive if there are complications.

Please, has anyone successfully added a spouse to CalPERS benefits before visa?
