Packet IV mailed by consulate but not received

What is the timeline from when Mumbai Consulate mails packet IV and you actually receive it in the mail.

Mumbai consulate has told us the interview date, and also told us when they mailed packet IV. However, it has been 10 days and we haven't received it yet. I am kinda getting nervous as we never received Packet 3 either, and we had to email them about it. Our interview date is getting closer.

How many days does it take after they mail you packet IV? What kind of mail do they send it via? Would they email you packet IV as well?

PCC and Medical Interview requires actual appointment letter, and we can't get that done until we receive it. Our medical interview will be done at Ahmedabad. Will they be satisfied just with BMB number and interview date, and can we go ahead and get the medical done?
