Hi. I need your help. My mom is really sick and one of her wishes is to see her sister from the Philippines. Does my aunt need to apply for a tourist visa and just give her all the medical report to show the Philippine/US embassy or she also needs an invitation? Thank you.

Your aunt cannot apply for a visitor visa on behalf of your mom. A person who wants a visitor visa must apply for herself at the US Embassy/Consulate. Your aunt can send your mom an invitation letter explaining she cannot travel due to her medical condition and she would like to see your mom. Your mom can share this letter with the Consular Officer at her visitor visa interview. However, your mom must overcome the presumption that all visitors have the intent to immigrate. Your mom needs to show she has strong ties to the Philippines.

I think the previous poster got it other way around, but it still would stand same your aunt will have to apply for tourist visa, she will have to show her connections to her home country.

She would be asked by Co wht is the purpose of her visit what is she going to do in US at that time she can share medical documentation from your Mom.

Just on the cautious side - just coz your mom has sent the medical record does not mean your aut will get approved. She will also have to show she has strong ties to her home ocuntry and she would return back after seeing your mom.
