Brining Russian Mother in Law to US

Hello,

My Mother in Law has a Immigrant Visa to the US already. My question is, does she need permission from Russia to move to the US? My wife when she was a former CIS Country citizen needed to obtain an exit stamp from her country allowing her to move to the US before anyone at the airport would let her fly. If anyone can help me, I would appreciate it. I would hate to purchase tickets not knowing for sure. I called the Embassy in Washington and they said she would be good to go, but I would like to see if anyone on here has any first hand experience. Thanks in advance :)
