Which relatives can a US citizen petition?

Me, I want to petition my sister she is in peru and she is 4yr. old gosh! but I know it could take up to 10 years for approval but then what, does she come to the US legally to live and work later. or is there like an adjustment for that?

I was thinking since that proccess takes so long maybe is there any other visas you might know about, when it comes to applying for a sibling because they are very poor, and the parents neglect this poor girl soooooo much. I need to do something...fast.Because I know every proccess takes time but I'm not sure of which one to do.

Any feedback is greatly appreciated!

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

ditto.

you have to be a USC to file for siblings, USC can petition for all immediate family members, parents, siblings, married or unmarried children and spouses.

LPR can only file for spouses and unmarried children.
