Actually, the article says "50.5 percent of all federal tax revenues in 2007".

My number - 38.58% (for 2008) only includes income taxes. The difference is Social Security + Medicare taxes.

I don't think you can tax someone for opening shop elsewhere. You can however place stealth tariffs on goods by requiring standards that only domestic businesses can meet.
