No, can't say that. Don't knew what his motivation was. The Ukrainian "famines" (genocides? of 1921-23, 1932-33) was similar in many aspects to the Irish potato famine (crop failure and EXPORTS!!!!!!!) but there was more of a concerted effort to eliminate the peasants in the latter. Hoover who was in charge of the ARA under Harding (1st famine) didn't just emerge from a massive war. FDR was not at the height of his powers so he may have overestimated the strength of the Russians. He would have know of all the nonsense but he may have feared the Russians or just was too ill. His actions in 1932-33 were not appropriate but he was dealing with his own problems so I can't say what he was thinking. I think that there was no way that he couldn't have known. Malcolm Muggeridge, filed the following in 1933:

"On a recent visit to the North Caucasus and Ukraine, I saw something of the battle that is going on between the government and their peasants. The battlefield was as desolate as in any war, and stretches wider... On one side, millions of peasants, starving, often their bodies swollen with lack of food; on the other, soldiers, members of the GPU, carrying out the instruction of the dictatorship of the proletariat. They had gone over the country like a swarm of locusts and taken away everything edible; they had shot and exiled thousands of peasants, sometimes whole villages; they had reduced some of the most fertile land in the world to a melancholy desert."

Not a perfect man, certainly a flawed man like all, certainly flaws in his Presidency. But a great man. And the greatest President of the 20th century. Of that there is no historical doubt.

As long as the good outpaces the flaws, why not. I'm sure you're looking for a gotcha moment. Notice me not starting hysterical threads, all-caps threads, or just all-around angry threads about X or Y politician and the evil they propagate on humanity. Focus on those with anger management issues and be happy.
