Not quite, this would be just one of several indicators to declare non-validity of a relationship.

Plus, people can learn another language and even if your fiancee would not speak it very well, just showing intent to learn (the classes you mentioned) should be enough. Of course, there is always an a**hole everywhere, but to proof lack of languages skills is subjective and use that alone to deny is too much even for a 'by-the-letter' CO.
