The poverty guidelines link was posted above. I will address your questions about a co-sponsor. Yes, they will also need to fill out their own I-134 and provide the same supporting documents as the petitioner does for their I-134, plus provide proof of being a USC or LPR.

They would answer those questions based on their own situation. In #8, they list who is dependent on them in the household, such as a spouse and kids, no one else, 'None'. In #9, have they ever supplied an affidavit of support for anyone in the past? Only they would know that info. If yes, they list them, if not, 'None'. In #10, have they ever submitted a visa petition for anyone? Only they would know this info. Again, yes or 'None'. In #11, they follow the example form and mark the same thing as the petitioner marked for this question.

Yes, the co-sponsor needs to put his mother on the questions if he filed an affidavit of support for her, and/or filed a petition for a visa for her. He needs to have enough to cover himself, his mother, any other dependents he may have, plus your fiance (the beneficiary).
