What does the nvc really do? Do they do background checks at this stage or is that done at the uscis stage????

Background checks are primarily done at USCIS. I believe there's also background checks done at NVC.

Mostly though, for IR-1/CR-1 applicants, two packages are sent to NVC for review: AOS (Affidavit of Support) and IV (Immigrant Visa). When these are reviewed and accepted, then the case is forwarded to the embassy/consulate in the beneficiary's country where the interview will take place.

They do it for K-1's too! Minus the AOS, same way, after review the case gets forwarded to the embassy in the beneficiary's country where the interview will take place...good.gif

Yes, NVC collects fees for the two packages, AOS ($88) and IV ($404). Once they appear as PAID, that's when you send in the two packages.

But I do believe while this is all going on that there are some background checks, but I'm not 100% sure.

Perhaps you should read some guides on NVC:
