Do i have to translate the police record?

Yes, you have to translate to English all the documents that you are sending to the NVC.

i guess that the most of the DS-230 come to the NVC from outside USA... so my question could be some obvious...

i guess there is no problem for me sending the ds-230 with all the documents and its cover sheet from my country... so, can i use my local postal office as well as any private one (fedex, ups, dhl...)?

If you are sending anything from DR i wouldn't recommend you to do it through DR postal service, you are better off sending your paperwork via FedEx. Is just my opinion.

If the number of visits can fit in those lines you don't need to attach any sheet.

Sorry, I meant to say that three lines are not enough. There are more visits than what I can fit on three lines. I probably need to attach a sheet, but just double checking. Thanks.
