They amout they are paying you is based on your 2010 income, but the payments are for 2011 and you are eliglble for them only as long as you are a Canadian resident in 2011.

If you are entering on an IR-1, your date is definitely the day you activate the visa.

Thanks for the good explanation - many folks on here mistakenly think they're still entitled and then are surprised when it turns out they have to pay the $$$ back. I was one of them, thinking they'd eventually stop and all would be ok...instead I got quite the shock when I owed both 12 months worth of Child tax benefit and GST/HST :(
