US embassy Manila Philippines, worst!

My brother has an F2B visa, everything is completed, he has a visa number already and schedule for interview, all he needs is the documents for the medical so he could bring it to the interview. We called up the National Visa Center regarding my brothers case, we asked where are the documents for my brother's medical, coz his interview is on Aug 26, 2011, and we have not receive it yet, they told us that they forwarded the documents already to the local embassy in Manila,we inquire at the embassy, either its a busy tone or the person on the other line are rude or dont know anything but to answer the phone did anyone of you experience sort of similar service from this embassy?
