It means that as the spouse of a LPR (not USC) you have to "wait in line" for a visa. The 6-8 month processing time that you qouted is for spouses of US Citizens for which they are an unlimited number of visas available. I would search around this site for more information. If he is able to apply for citizenship in July 2012, you may want to think about waiting to file until he is a USC. Best of luck.

That is a possibility as there are only a set number a visas available in each category for a given year. Furthermore, derivative beneficiaries also count toward the number of visas available in the categories (someone can correct me if I'm wrong about that).

OP's husband had already filed and the petition has been approved.

OP: If your husband becomes a citizen before the priority date is reached, the petition can be upgraded to IR/CR-1, visas for spouses of US Citizens are always available and not subject to any limitation.

You are completely misunderstanding the priority date--here are the exact words from the visa bulletin:

Only applicants who have a priority date earlier than the cut-off date may be allotted a number.

In your category, they are processing requests with priority dates PRIOR to July 22, 2008. That is why everyone is telling you it will take about three years to reach your priority date.

Magical is correct. Once your priority date is reached, your visa will be processed. You will still need to do a medical and interview, but that will take a few months, no more.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
