Then do I need to fill out the I-134 with my information?

You have to fill out I-1864 and your mom has to fill out the 1-864A.

Typically at the K-1 visa stage the petitioner (you) only needs to fill out the i-134 and have a co-sponsor if the petitioner does not meet the poverty guidlines. Some Embassies do not allow the petitioner to use a co-sponsor, you might want to check on this for your Embassy. The I-864 is a legally binding document that is used once you marry and apply for AOS between the petitioner and the US government in which the petitioner will reimbursh the US government for any benefits the beneficiary should apply and be paid for. Both the I-134 and I-864 show income, but the I-864 is legally enforcable and only required for AOS. Fill out the I-134 as it is easier at this point.

My fiance and I have applied for a K-1 visa and have already received our NOA2, I am a full time student and only work part time. My Mother has offered to sponsor my fiance but I am not sure if she needs to fill out thr I-134 or the I-864?

Generally the I-134 is for the K-1 interview, and the I-864 is used later for AOS after you are in the US and married. There a few exceptions, and some consulates ask for the I-864, but it does not appear to be that many. The Costa Rica Embassy site states that they require the I-134: http://costarica.usembassy.gov/iv_onbehalf.html

Ask the embassy directly, or ask around VJ for those that have been through Costa Rica already if they allow joint sponsors. You and your mother will each fill out your own I-134 and provide supporting documents.
