File I-864 - leave 24 b blank, as your father-in-laws income is sufficient (27,937 for 4 - FIL, MIL, Wife and you). you mentioned it to be 39,000. I-864 is the safest to use in case of any doubt. Yes include copies of your FIL's W-2s.

Reviewing my paperwork. That is exactly what I have done.

I am thinking I might include a brief statement as to why I filed i-864 instead of i-864a to help the reviewing officer understand why I did it this way.

I always recommend an explanation letter, as it removes doubts and make things clear. Go for it - also take a I-864A to the interview - you never know....

If it clears NVC than the reviewing officer at the interview should have no problem. But, as I always preach, you must prepare for all angles of this process. I will provide my wife with an i-864a just in case they do ask for it. You never know is correct.

Was the sponsor and co-sponsor living in the same residence and who was the head of household? Sponsor or Co-Sponsor?

Yes all petitioners must file I-864/ I-864EZ irrespective of their income. As far as the co-sponsor is concern, each case is a little different from others. In Ankitc's case his father-in-law also claims his daughter as his dependant - they live in the same house and he also files his return jointly with his wife.....

not necessarily living together... the head sponsor should always be the petitioner then the I-864A follows.

Use the I-864 for both the petitioner and the joint sponsor. For all the reasons stated in the April thread that you referenced. It is cleaner and simpler. Everyone's household is fully disclosed.

The CO shouldn't need an explanation about the 864 vs. 864A. Don't add any extra fluff. If the CO has a question, be sure that you can explain it at the interview.

Yes, but if the head sponsor is filed as a dependent on the co-sponsors taxes and the dependent is living in the co-sponsor home...it's different.

What I am gonna do is put the income from W2 on line 23 and adjusted gross income from IRS on line 25.

By Mistake we have put the same amount in line 23 and 25 ( Amount from W2) and we received a checklist letter
