Hello VJ, this question might have been asked by others, but I can't find it in the wiki-how-tos links.

Anyway, when you email/snail mail the DS-3032 Choice of Agent, do both the petitioner and beneficiary fill that DS-3032?

I understand the beneficiary needs to fill the DS-3032 and appoint someone (preferably the petitioner in the US) as the agent--But do I, as the petitioner currently residing in the US, need to fill that DS-3032 and appoint myself as the agent?

No, it's the beneficiary that is appointing you as the agent. He/she should email the Ds-3032 using the available template telling NVC that all correspondence regarding your case should be sent to you.

Here is the link to the DS-3032 email template. Get it filled with the details asked for and ask your foreign spouse to email it from his/her email address provided to NVC by the petitioner (US spouse).

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC

Check the NVC payment web site (https://ceac.state.gov/CTRAC/Invoice/signon.aspx) using your NVC Case number and Invoice Identification Number (if you don't have IIN, call NVC anbd ask for it).

The AOS bill will be available a day before you get an email from NVC regarding the AOS bill availability. The IV bill will be available after DS-3032 is accepted (around 7 days) and system updated - you will get an email from NVC regarding the availability of the IV fee.

I got a email from NVC awhile ago said:

Dear Sir/Madam:

Your inquiry has been received at the National Visa Center (NVC).

We are unable to add third party contact information to the case record

at this time. Please continue to notify the NVC of any change in the

petitioner's or principal applicant's address.

This petition is now eligible for further processing. The petitioner,

principal applicant, and/or attorney of record will receive an

instruction package regarding further processing of this petition.

If a period of one year passes from the last date of contact with the

NVC (by telephone, mail, or email), all submitted fees and documents

will expire. If this occurs, your fees will need to be repaid and

documents will need to be resubmitted in order to continue the

immigration process.

My wife got the same message when she emailed DS3032 when my case got transfer from F2A to CR1... so after this reply I wait for DS3032 email from them, which I receive in 29 July and then send DS3032 e-mail right away.... Now waiting for their response and IV bill...

Sometimes your DS-3032 goes picked up for processing before NVC could enter your full case number into their system. Yes, in such cases, you will have to resend another DS-3032 email like singhisking did.
