Also in what case a person is able to retain priority date of his parents as I have been reading that some people have filed cases that the parents priority date should be considered instead of his own like in my case my parents priority date being in 1983 and mine would be in 2012 (assumption).

You cannot retain your parent's PD. The rare cases of retaining the PD has been court cases involving differing interpretations of CSPA. In these cases, CSPA was in effect and the aged out children sought to acquire visas within one year of their parents' PDs being current. A case for you would not involve CSPA since it does not apply. You will get a new PD when your LPR parent files for you.

You have aged out of your parent's case. There is nothing you can do to gain any benefit from it. You will have to start over.
