The DS-3032 can be emailed, however, it must be emailed by the beneficiary, read this wiki regarding emailing the DS-3032.

You can download the I-864 and DS-230, however, they must be mailed in paper form to the NVC along with the supporting documents.

You want your husband to e-mail the DS-2030 to NVC. When they receive this you'll be able to pay the AOS fee. The type of I-864 (a, ez, etc...) you need to fill out depends on your situation. Have you looked into income requirements (google I-864p) to see if you qualify to sponsor by yourself or if you need a co-sponsor?

Sorry, but that's wrong. The AOS has NOTHING to do with the DS-3032. The AOS and IV are SEPARATE tracks.

AOS is invoiced regardless if you sent the DS-3032 or not.

After DS-3032 is accepted, then the IV bill will be invoiced.

Does your husband have any internet access? This may speed the DS-2030 up.

Does it not matter where you are from whether or not you can email the DS-3032, or can everyone send it in via email.

The DS-3032 email should be sent by the beneficiary (foreign spouse) from his/ her email address provided to NVC at the time you got the NVC number. If you didn't contact NVC and are responding to the email from NVC, please call NVC and provide your beneficiary's email ASAP.

Anyone in any country can send the DS-3032 by email.

The only things you can't send by email unless you're in an eligible country are the AOS and IV packages.

Yes, if it is the signed and scanned copy. But if it is an email template it has to be from the email address that you provide to NVC as the email address of your foreign spouse else you will get an RFE.

Logically the foreign spouse is the one authorizing an agent for him/her. In the absence of a signed documents being sent, only email from the email address of the foreign spouse makes it legitimate.
