Waiting for Packet 3 after 25 day Embassy received docs from NVC

It's almost 25 days now that US Embassy in New Delhi received our I-129F petition documents and still no sign of packet 3. We both are frantically observing patience and playing wait game every day of week.

How long does embassy usually takes to send Packet 3?

I'm the only one here who's feeling pain in every step of petition?

DO not wait for the packet 3 .. email the embassy saying that your case is already at the embassy level and you have not received the packet 3 yet .. mostly the will e mail you all the packet 3 forms and instructions .

DONT WAIT, I never received my packet 3, If you are applying in New Delhi then just download the forms then US embassy's New Delhi's website (DS 230 and Applicants statement form) fill them and email them along with the photo....please dont wait its a complete waste of time.... do this ASAP.

Question: Does Packet 3 response includes only DS-230 Part I & II & Application Statement? Or there is more required? Where can I find checklist that needs to be submitted as Packet 3 response?

One should still wait until the consulate has at least received the file, right? We just got our NOA2 approved 8/2/11, and I was thinking we should wait to send in Packet 3 stuff until we have notification that the file has been received at the Mumbai Consulate. Otherwise they would probably lose the stuff we send or something...
