Noa2 on Aug 24. No Noa2 by snail mail, and NVC don't have our case yet

I received an email notification on noa 2 on Aug 24. I still have not received a approval letter by mail yet. Just called NVC and they told me they would not have our case until I receive the letter. Should I call CIS?

Just give NVC your CIS case number. If they ask if you have the letter, well, how you answer is up to you.

But , keep in mind that you will get zero information if you say no. You have been approved, that is the most important element here. Keep calling NVC for case information.

FYI: I received the paper form I-797 (NOA-2), the day after my case left for the Embassy.

Don't worry, they seem to be going very slowly these days. NVC told me the same thing re the letter, and when I called again and said "yes, I have the letter" they ask you what date is on it and then tell you it can take 4 weeks from that date. So letter or not, they don't have the file yet!
