I assume they are telling everyone this that is starting their DCF process, but for any of you that may have started in May or June, as of the beginning of July 2011 the consulate in Naples requires two documents for the police records. One is the casellario giudiziale generale, and the other is called Carichi Pendenti, which shows anything currently pending. This has messed up a lot of people that are doing interviews currently because it's a late addition. Get both at your local procura. The carichi pendenti HAS to come from the procura where you have residenza.

Yes this is correct. I emailed the Naples consulate in early July about this and they affirmed that yes beneficiaries do need both police certificates. They also told me in the email that police certificates are good from 1 year of issue, but this seems counter intuitive to the carichi pendenti, which is supposed to be a document of current pending charges (if any). Regardless, we are in the middle of the IR-1/CR1 NVC process and we ordered and translated both, even if the interview is a few months off.
