Possible for non-VWP fiancee to get visit visa during K1?

I searched the forum for information on this but I'm still a little unclear. My fiancee is from Laos (non-VWP country) and I've already filed the I-129F (NOA1 9/08/06). From what I've read on the forums, if she were from a VWP county or if she already had an existing visitor visa, then she might be able to enter the country. It would basically depend on the mood of the person at the U.S. airport. But what is the possibility of her being issued a visitor visa in the middle of this K1 process? My (semi-educated) guess is that it would be up to the discretion of the consulate in Laos and the chance is slim-to-none. Is that accurate?

If there IS a decent chance of getting a visitor visa, who initiates that? Does she just do that in Laos? Or do I initiate something as a "sponsor". Her sister is currently here visiting a USC brother for several months and I know he had to file something (affadavit of support???) to show that he would be able to support her during the visit. I don't know if the U.S. required that, or Laos? (presumably U.S.)

Any insight into the process and/or advice would be greatly appreciated. I've searched and searched and have found lots of information but not exactly what I need. :help:

My guess was the same as yours until I read your 2nd paragraph. Do I understand correctly that your fiancee has a brother who is a USC and a sister who has a B2 visa and is in the USA visiting the brother? Does your fiancee have any history of travel outside of Laos? Perhaps there are circumstances that, presented properly, could improve your fiancee's chances of getting a B2 visa.

If your fiancee wants to go for it, she applies by submitting a form DS-156 non-immigrant visa application, along with supporting documentation to explain the reason she is applying (the plans for her proposed visit to the USA) and that she qualifies. Two key qualifications:

- she has compelling reasons to return to Laos after making her proposed visit, and

- she can afford to make her proposed visit. (Most people overlook or underestimate the importance of this one.)

You are a problem with regard to the 1st qualification, but you or someone else can be helpful in meeting the 2nd qualification by offering to pay for the visit (which may require submitting an I-134 and other financial information).
