Sorry, you got it wrong - it is not about filling the form but signing the form using balck ink or blue ink.

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS

02/28/2011 - Notice of Action 1 (NOA1)
06/16/2011 - Notice of Action 2 (NOA2)

NOA2 to NVC (32 days to get Case number)
NVC: (28 days)
07/18/2011 - NVC Received and got NVC case#.
07/18/2011 - Send my Naturalization Certificate via mail and email for upgrading my case from F2A to CR1.
07/19/2011 - Gave both emails to NVC and received IIN#
07/21/2011 - Got confirmation email about changing my petition from F2A to CR1. Up-gradation took 4 business days.
07/29/2011 - AOS Fee Bill Received & Paid Online.
07/29/2011 - DS-3032 Email sent to NVC from beneficiary.
08/01/2011 - AOS package invoice shows "PAID" and Package mailed to NVC.
08/02/2011 - DS-3032 received by NVC.
08/03/2011 - IV Fee Bill Received & Paid Online.
08/04/2011 - IV Fee Bill invoice shows "PAID" and DS-230 package mailed to NVC.
08/16/2011 - SIF & Case Completed

08/29/2011 - Interview Email.
New Delhi Consulate:
10/06/2011 - Medical Done.
10/17/2011 - Interview Date and Visa Approved !
10/20/2011 - Passport with Visa picked up from local VFS office.
12/16/2011 - P.O.E.
01/19/2012 - Receive Green card in mail

2013-11-13 - Apply for Removal of Conditions.

2013-11-23 - NOA Date

2014-03-27 - Approval.

2014-04-01 - Green Card received.

As I suspected this is a case of signature suspected not to be original. It is nothing to do with black ink but some black ink pens could be bad and cause this issue. Since they also mentioned blue ink, I guess it is safe to use blue ink, ignoring the instruction 2 of the I-864 instructions (this instruction if we look critically doesn't really talk about signature but about filling the form).

Use gel ink pens! They have a extra gleam of luminescence that makes it shine better than ball point pens!

I discussed this with NVC - clarified that both Blank and Blue ink pens are accepted. She was sure that the odd case might have been due to bad black ink, which made the document look like a copy. She also said that the Blue ink removes such chances and then says you make your own decision (smart, does want to commit).

AOS fee status didn't change but my account was debited - so hopefully I will send my I-864 packet tomorrow.

DS-3032 hasn't yet been processed - no IV fee bill and Beneficiaries name under IV bill part of NVC payment web site yet.

Ankitc got an RFE as NVC thought that the black ink signature of his wife was not original. So we are planning to use blue ink to avoid similar situation.

NVC Payment web site is repeatedly giving a database error. Does anyone else is having the same!

Wife got email from NVC that her DS-3032 was accepted yesterday and the future correspondence will be sent to me. I haven't yet got any email from NVC. The NVC Payment system error - database is done, try later - may be due to fee bill update.... but not sure. Anybody in the same boat or have any idea... Plan to call NVC tonight.
