He files Form I-864 as a joint sponsor. He cannot file Form I-864a as a household member because he is not related to you. A household member must be related to the principal sponsor. He becomes a relative when he marry your sister; as you stated he is your FUTURE brother-in-law, so is not your CURRENT brother-in-law.

@jojo92122 what confuse me is we live on the same house so even though we live on the same house he still need to file the i864 and not i864a?please explain thanks lot.

He is not your relative. He is your sister's finance; there is no family relationship between him and anyone in your family until he marries your sister. Being a relative is one of the requirement to file as a household member. Your sister's fiancee does not meet this requirement. That is why he cannot file Form I-864a.

A relative who has the same principal residence as the sponsor and is related to the sponsor as a spouse, adult child, parent, or sibling

A relative or other person whom the sponsor has lawfully claimed as a dependent on the sponsor's most recent Federal income tax return even if that person does not live at the same residence as the sponsor;
