' donor state' in that ( as far as data available suggests) gets back less from the Govt than it sends ( ~94c back for every $1)- but I know you of all people don't need that explaining.

I know what it means, I just don't buy it. How can *any* state get anywhere near 90c back for every dollar the Federal government takes from us?
