1. We will be going to Vietnam on August 17, 2011 and back to USA on October 14, 2011 as I have planed this for a year, I wonder if it's OK for my wife to come back to USA as her 2 year green card will be expired on December 3, 2011.

2. Now I realize I have to file the form I-751 to remove her condition within 90 days prior to expiration date. My question is: If I file the application around beginning of September, I will be getting the receipt within 3 weeks as I have read this info on this forum, but I don't know what will be in the receipt and what they want us to do? This is my issue because during this period we are still in Vietnam. Will it be any difference if I file this application around end of October so I will be getting this receipt and know what to do when I am back to USA? Please give me some advises. Thank you so much.

You have all the 90 days to file, so filing when you return from Vietnam will be fine, would be good idea to start collecting all the evidence you need, this will cut down on work to do later.
