Marriage Certificate After Interview

My interview went good but i was asked that i have to notarize my marriage certificate from foreign ministry since my marriage certificate is from another country basically where my marriage took place, the foreign ministry says they are not able to notarize the marriage certificate and advised me that i make a new marriage certificate. ok i sent an email to US embassy that this is not possible to be notarized and how do i do about it they write to me "We need a certified Marriage Certificate from you, so whatever option best suits you, please adapt it. We cannot suggest you what and how to do? It is your own decision to go for it..." so what do you guys suggest if i make a new marriage certificate would it complicate things or things will go smoothly btw am also given Administrative processing card, which says it will take 3 to 4 months to process my case and i have not submitted this damn marriage certificate since a month now please suggest if i should make a new one i don't see any other option but people said that if i submit a new one and since am in AP my case will go to NVC and they will get confuse since they had my previous old marriage certificate and if i submit this new one things may get complicated so please advise...
