You cannot "convert" your tourist/visitors visa into a student visa. To obtain a student visa, you must return to your home country as this is where the visa interview will take place. You will also need to be accepted to a US college/university and provide proof that you have the necessary funds for your studies.

Actually, scratch that, did some reading and there might a way. I was under the mistaken assumption that student visa applications within the USA were not allowed post 9/11.

So yes, you might be able to apply for a student visa while you are here. However, you still need to find a college/university that will accept you and you still need to provide proof of adequate funds. All this must be done before your authorized stay in the US expires. Otherwise you will have to return home and apply from there. USCIS recommends that you start applying 60 days before your I-94 expires. Bear in mind, it takes a while to gather all those documents (because the college has acceptance requisites as well), especially if they are still in your home country.

Also, even though you can apply, it doesn't mean that you will get it.

you cannot just convert your tourist visa into student visa. You need to complete all the test required by university, some university has to accept you and issue you i-20 and you will have to show the finance to cover all your expense during your tenure as student.

You are not allowed to work for more than 20 hrs on CAMPUS ONLY during your tenure as student so you have to show sufficent funding for your tutition living boarding and study material.

After that you can apply for student visa and immigration would at that point decide if your application is real and they will let you convert or reject it.
