My I-129F was approved on May 13th. I received a letter from the NVC dated for May 23rd stating that they had received the approved petition and would be forwarding it to Montreal and that my fiance should be receiving Packet 3 shortly. As of today she has still not received Packet 3. Is this a normal tme frame or should I call and confirm that they sent her packet 3 and when. I tried calling once and was hit with an unending series of prompts with no option to speak to a live person. If I should call, does anyone know of a number that will get me through to a representative? Thanks!

That seems like a long time. Call the DOS at 202-663-1225 and pick options 1 then 0. Once you get a person on the line ask for your visa status and give them your case number. They ask you for both your names and birthdays then ask what is the purpose of your call. Tell them you want to know if the consulate sent pkt 3. If they say yes then wait no longer and sent out the forms your consulate requires for pkt 3.

After you mail Pkt3 you can call DoS to ask if Pkt4 has been logged. As soon as it's been logged you can book an interview on the wesbite- don't wait for it to arrive in the mail.

It's not unusual for people not to receive Pkt3 or Pk4, or to receive them very late. I wonder if the Canada Post strike had anything to do with it?

Bunch of us going through Montreal never received their Packet 3 by mail. If DOS says it's been mailed to your fiance, go ahead and send them your forms. I received mine a week before my interview... a pile must have been sleeping in their mail room. If you wait to get yours by snail mail, you'll be loosing precious time.

Everything needed is listed on Montreal Consulate's website here : http://montreal.usconsulate.gov/content/content.asp?section=visas&document=index. The mailed packet does not contain anymore information than the website.

Once they receive your Packet 3, it should take Montreal about 2-3 weeks to mail your Packet 4. As soon DOS tells you they mailed Packet 4, go ahead and schedule your appointment.

Good luck!

Thanks for the great info, I'll get on that today. I kinda figured the Canada post strike might have something to do with the delay. You mentioned some people never receive Packet 3 or 4? What documents does one need to send to satisfy Packet 3 so that Packet 4 can be logged and an interview booked?
