I made an appointment at the US Embassy in Beijing next week, so I guess I will go in with my Wife's passport and Red Book and get a "Certificate of Acknowledgement"? from the Embassy and use that for the ITIN number.

Hope they know what service I am asking for, I put notarial services in my ACS appointment. I will mention its for the IRS and ITIN number?

Why do you need an ITIN now? You send in the W-7 with your return. And yes, tell them what you need to do and they should know exactly what you are looking for.

What we CANNOT do:

Certify true copies of documents. Note: If you need a certified copy of a foreign passport for IRS purposes, you may either contact the IRS office or use a local notary.

So now what exact document can I actually send with my W-7 for my Tax Return next year?

You only need an ITIN if you do not have a SSN for your wife by next April 15th. Since you were married in 2011, you need to file married (presumably filing jointly) for 2011. In my wife and my case, we were married in Dec. 2010, so I needed an ITIN for her for my tax return for 2010.

In your case, looking at your timeline, it is highly likely your wife will have the CR-1 visa and enter before next April 15th. She will be issued a SSN shortly after. There is a high probability you will not need an ITIN for her.

Worst case, if you don't have a SSN by April 15th. I would do my taxes married filing jointly but not file. I would file for an extension sending in whatever I owed. This gives you to late summer to file once you have the SSN. As long as you pay what you owe by April 15th, there will be no penalty.

Focus on getting your wife her visa for now.

I got an email from Beijing IRS, they said I can come in on a Wednesday and she bring in the signed W-7 and passport along with tax return, but they were not aware I meant 2011 tax return. But that was to actually submit the tax return in Beijing. They thought I meant to actually submit my 2010 taxes and ITIN request now.

I actually submit to California though.

Just chiming in on being rejected for ITIN from IRS because they would not accept foreign notaries. After awhile the IRS changed my filing to single and I decided to wait until wife was here and got SSN immediately and filed amended return, which if you are patient, seems to be the way to go. My refund difference was about 600$ so it didn't really bust me to wait it out.

10-30-2014 - Naturalization interview and test Columbus Ohio office.

Application changed to five year as mark reached while waiting for interview

Passed civic test and interview recommends approval !!!

10-30-2014 - NOA hand letter stating recommendation for approval and wait for letter of approval and oath
11-13-2014 - Case Status updated "We scheduled your oath ceremony"

11-14-2014 - NOA letter final interview and oath Tuesday 11-25-2014

11-25-2014 - Final red tape and oath ceremony Columbus, Ohio Officially a US Citizen!!!

- Applied US Passport at local post office

08-2016 - Received 10 year Q2 visa to visit China as a US citizen

If you are filing a W-7 with your return, you send it to Texas and you have to send it, no electronic filing.

When you went to Shenyang to get the "certificate of acknowledgement" Did you bring a self-prepared letter for them to provide the seal? or they had a sample sheet that you just take oath and sign and they allowed her passport bio page on second page?

All I brought was my wife's passport, Shenyang provided the rest.

I know it goes to Texas, will use turbo tax as always, set it for mail and send it to Texas with the W-7

There's an address to use in the W-7 instructions. Make sure you use that one.

Is possible to receive the refund electronically via ach deposit, so that's a plus.
