The leader of the notary office at my fiances Hokou wants an invitation letter before he will notarize the birth, police, and single woman certificates. Has anyone else had this happen? What do you suppose he wants?

I sent her my NVC letter saying that our case was approved and forwarded to Guangzhou. Our P4 hasn't arrived yet.

We did a CR-1 so it was a different process, but nothing special was required for the notary certificates. She is getting these done at the notary bureau?
