Thats Great..How do we make it more effective??

My reason for contacting is the same issue everyone faces - the movement of PD. I believe if they release demand data on their visa usage, we may understand as to why dates get regressed or it sudden advancing. Also if many stakeholders report to CIS Ombudsman on their specific case if they are not hearing from USCIS/NVC or perhaps even why their case file is not being transferred, CIS Ombudsman may be able to look into it, since they are available specifically to keep a check on USCIS inconsistencies and often lengthy processing times.

CIS Ombudsman can be reached at

Thanks. As I understand NVC is also managed by USCIS. So I guess CIS ombudsman is the place to contact for issues with NVC, where one cant get straight answers.Beneficiaries can contact CIS ombudsman with specific issues with delays if it exceeds normal processing times as well. CIS Ombudsman releases annual reports and also comes up with recommendations that gets submitted to congress and I believe last years PD movement was a byproduct of CIS Ombudsman report on USCIS wasting family visas.

I do not think they are under same authority, USCIS is under department of homeland security whereas NVC and visa office is under US department of state. I also think that is why this mismanagement and perhaps retrogression happens. If USCIS simply had approved more F2A applicants in 2010, we would be seeing the retrogression. So that is why in the email he mentioned we deal USCIS affairs. I think we need to contact visa office or NVC.

Retrogression could be require of some of the September Family First preference cut-off dates due to Heavy applicant demand for numbers in the Family First preference . Read the detail prediction on September 2011 Visa Bulletin

In the F2A category, I believe that PDs that were current in 2010 will not be retrogressed twice otherwise it is grossly unfair. So movement will be steady until all Pds that were current in 2010 are processed for interview.

Hey gOOD jOB..

Even I want to write and put forth our issues...Did you email him or how did u communicate to him?Pl let us know..If all of us keep writing to him. They will feel the stress we are all going through and it might put some presseure on them about transprency and visa quota being wasted.

It might make the system move faster atleast by 10%.

Hats Off Guys!!!I am new this forum. I am in F2A category and have an approved I-130 with PD 23sep2010. I am glad to meet you all here. I am waiting for my PD to be current to file for AOS I- 485. I am sick of this retrogression. As you guys plan to mail to Ombudsman forum, I urge you to emphasize one more point. Of the total visa available for Family category, more number of visa are given to F4 category than F3A. I feel the distribution should be equal to all the for category or F2A be given the preference over F4 as the F2A left over be defaulted to F4. If you look at the previous years visa distribution, F2A visa allotted in very less compared to F4....

Yes, I did email at the general CIS Ombudsman email address and was glad to see atleast a response. CIS Ombudsman was formed to oversee processes and although they may not have direct control over consular processing, they can interface with DoS which oversees the visa bulletin. Again, being beneficiaries, we can atleast appeal for more openness in the process, ask for demand data information on atleast 2-3 months if not onmonth by month basis, so that issues like my PD seems current, why I am not getting interview letter or why more visas are allocated to F4 or in fact how does DoS go around finishing their visa counts when no one in our forum seem to get a visa can be addressed. Its the collective voice of many that would make any difference. So I urge all, voice your concerns. I wrote to NVC as well, but they send the same canned response. At the moment, although CIS Ombudsman may not oversee NVC, it can atleast report on the concerns from you all, and perhaps that may answer many of your questions. Just a thought!
