US citizens cannot petition for a friend. There is nothing that you can file to help your friend immigrate to the US.

If your friend wants to come to the US to go to school, your friend can apply for a non-immigrant student visa. After the course of study is complete, your friend will have to return home.

To immigrate to the US permanently, your friend has to have a qualifying family member petition for her. This could take years (decades even).

Since your friend is still in school, your friend will not qualify for a work visa to immigrate to the US.

My wife and I have a friend from the Philippines and she want to immigrate to the US. We are willing to be her sponsor and have her live with us and go to school as a culinary student. She has already have 3 years of college there in the Philippines. What are the steps she needs to do to come here and live?

You are kidding right? Not ever going to happen, Sorry

You would be best to send to her to Medical School in Philippines and let her become a doctor, probably cost about the same

You could send her to Nursing school and let her get into Canada as a nurse
