You petitioned for your mom to get an IR5 visa, which is an immediate relative visa. There are no derivatives for immediate relative visas. You could file a petition for your sibling - your mother's minor child - but that would be an F4 visa, which is a family preference visa and not an immediate relative visa. The current wait time for an F4 in the Philippines is about 22 years.

When your mother arrives and gets her green card then she can file for her minor child. That would be an F2A visa. Again, it's a family preference visa. The current wait time for an F2A in the Philippines is about 3 years.

If the child turns 21 years old before the Priority Date becomes current, the child will be moved into the F2b category where the current wait is 11 years for a visa. CSPA may offer relief and help the child remain in the F2a category. There is no way to guess if CSPA will help until the I-130 for the child is approved.
