Police Clearance

Timeline

I have a specific question regarding Police Clearance. I was in City A (Andhra Pradesh, India) in hostel doing my intermediate when I was 15 - 16. Then I was in City B (Andhra Padesh, India) doing my Degree for 4 years. Then I worked in Kuwait for 2 years and then I am back in City B, which is my birth/ native place.

I got Police Clearance from City B Police. I am in the process of getting the Police Clearance from the Passport Office and I will be getting the Police Clearance from Kuwait.

My question - Does NVC insist on Police clearance from City A, where I lived in a hostel from age 15 to 16 (as I was going back to City B during vacation/ holidays). The Police Clearance rule states that we need Police Clearance from the age 16 onwards. But the City A and City B are in the same state. I am thinking a loud on whether I really should go ahead and try to get a Police Clearance from City A also. Appreciate any input from people who have experienced similar situation - please no general answers like it is needed since you lived there after 16 years kind of stuff as i am looking for answers from guys who are/ were in similar situation.

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

I would recommend emailing your embassy's VFS (see embassy website for email address). When I emailed VFS asking the same question to the New Delhi embassy, this is the response I received:

Dear Applicant,

Thank you for writing us.

As per the U.S Embassy PCC from local police station is no longer required. The applicant needs to obtain only PCC from Regional Passport Office. Please contact your nearest regional passport office for information on how to apply.

Correct One PCC is sufficient from each country.
