ESTA regulation question... can they travel stand-by?

So, my parents are obviously German and hence can travel with visa waiver program. There is this thing called ESTA and my dad said it requires set travel dates. My FIL works for United and offered them to use his buddy pass to travel 1st class for super cheap, but they would be stand by. They don't mind as they are retirees and it's no biggie for them to spend a night in Frankfurt when they don't get on the plane. Same goes outbound, they ccan just spend a couple extra days in San Francisco with MIL. Of course they wouldn't stay longer than 90 days, they want to come for 3-6 weeks. And the planes have availability 99% of the time, so they most likely would get on the plane or worst case on the next flight the next day.

So I tried to call CBP and after 35 minutes on hold they hung up on me. Their website is void of information about this topic as well. CAn anybody chime in? Is it okay to travel without set dates? FIL can print them a round trip ticket, but it just might be another day that they fly back home. Will they be able to be admitted at the POE or is it impossible to travel like that and be "let in"?

Timeline

ESTA allows for flexible travel dates in case of cancellations, delays, etc. Its a clearance only. Once they have it and its valid, they can travel within that time of validity.

Just fill in the ESTA at least 72h ahead. It is valid for 2 year.

You just need to aply again if you

- change your name

- change nationality

- change gender

- answer differently on some yes/no questions
