This is my question too. NVC said they didn't get the approved petition from USCIS yet. When I looked to the embassy info, it says that my fiancée has to send the packet 3 immediately with signed application statement to set the interview appointment time. Is it advisable to mail the packet 3 without receiving the mail from the embassy or wait for them mail?

Definitely print or better yet email the packet to your fiance for him to print. My fiance never received a packet 3 via post in Haiti. The letters should be addressed to him anyway. They'll want to see the letter at the medical and when he goes to sogebank to pay. I think i got my regular mail packet 3 from PAP about a week before the interview.. definitely don't wait for it. If you email the consulate they are pretty prompt at getting back to you. Calling them is a different story and hasn't worked at all in my experience.

Also DHL is a really great international mailing service. When I sent papers to my fiancee in Haiti this past week it took about 3-4 days to arrive.
